windows 7 and home designer 7.0?

I am trying to install home designer 7 onto my laptop running windows 7. After installing it, it tells me I need to be logged in as an admin to register it. I am already logged in as an admin. Has anyone heard of this issue before and know how to resolve it?

Article Number 73: What operating systems does Home Designer run on?

Home Designer version 7.0 programs are not supported on Windows 7, and it wasn't even recommended for the prior version of Microsoft's Windows Vista.

You need to upgrade to a version 9.0 program which does run on that operating system, it is the only version that is supported on Windows 7.
