I think the problem is one of insufficient definition of the term "knee wall". There is no "knee wall" tool because a knee wall is a structural term for a structural condition.

Automatically if you draw a wall under an existing roof plane it automatically becomes a knee wall by default so no such tool would make any sense and be of limited actual use.

Once you understand the terms "Knee Wall" and "Half Wall" it is a matter of using the provided "Wall Tools" and "Roof Tools", for instance in Home Designer software you create a "Half Wall" with the railing wall tool and further program a railing wall to be a "solid railing" (AKA half wall).

I do not understand why people spend their money on software and then never bother to read the Reference Manual that comes with it or bother to get defined the specialized nomenclature necessary to understand what it then communicates. Everything you need to understand to use Home Designer software is provided in its Help files, Reference Manual and provided video tutorials, all that is necessary is to take the time to LOOK and then know.
