Goofy Intersection

When I draw an interior wall that meets an exterior wall, the interior wall draws all the way through to the brick ledge on the exterior wall. Shouldn't the two walls intersect normally? I've tried using the CTRL butto and pull the wall back a little, but it always snaps back to the brick ledge. BTW, I've tried turning off all snap options, still doesn't do what I want it to. Can someone please help?

Make sure your exterior wall main layer is set right. Select the wall and open the dbx. Wall specification/wall type/define. this is what it should look like for brick-6.
