Looking at the Pro 2012 Trial version, you have Deck Railing Defaults, as well as Deck Room Defaults, where you can set up a lot of these options.

Edit> Default Settings> Walls> Deck Railing

and

Edit> Default Settings> Rooms> Deck Room

You can mostly only choose Panels from the Library in the Home Designer versions.

The most flexibility with being able to customize Newels and Balusters would be offered in the Chief Architect Premier verison of the software, but you can manually place these millwork items from the Library Browser and replicate them along the railing to create the same look in the Home Designer programs, it's just a bit more work.
