I don't think "Flat Regions" are supposed to be used that way.

Maybe you are thinking a Rectangular Feature, or a Raised/Lowered region instead?

    Thanks Kat,

I am using HD Pro 2014,
I the training video 2235 Walk-out basement the presenter shows the insert of a flat region and by opening this regions dialog box (Terrain Specification) she changes the RL of the region. In my 2014 in that dialog box NO level change is available???

Am I looking at the wrong thing?

RL means Reduced Level or in some cases a Relative Level in respect to an assumed datum

In order to have terrain to modulate, you must have two elevation objects of differing height values for anything other than flat to occur.
I read and reread your posts and I am still not sure what you did nor do I understand what you want to have happen. I am sorry, it is in the words you have used so far, they are not vivid enough to give me a clear idea of what you are asking or what you want to do that have not yet achieved.
    Please say more.
