CAD line measured to outside side of exterier wall?

The purpose here is to accurately position electrical outlets. I make a temporary CAD line off the wall, click on one of the dimensions, and enter my measurement to move the CAD line to location of the outlet. Once that's there, it's easy to place as the outlet snaps to center on the line. The problem here is if the reference distance is off an exterior wall, for some reason it gives me the distance to the outside of the exterior wall while everything else gives me the distance to the inside of the wall. Of course my measurements are to the inside, so I have to keep adding the thickness of the outside wall. I'll attach a screen shot of an example.

So, I guess the question is why does it work differently for CAD lines that something a wall and is there a way to fix it? Is there an easier way to place outlets in exact locations?
