    What I do and what I recommend that you do is to load Windows XP x32 and there after dual boot Windows 7 x64 or Windows XP x32. Home Designer Pro 7 was designed to run in XP.
    As you have already experienced, the XP emulator within Windows 7 does not support the hardware lock (Windows XP does).

    I have had a dual boot set up for years so I can run legacy versions of Home Designer and Chief Architect Premier back to version 7. This sort of a set up works, nothing else works well at all.
