Need only one exterior shutter

How do I make a window with only one shutter, not a pair? I want the shutter to be sized so it will cover the opening, but shown open, and on the left side of the window. Thanks for your help.

I just made a soffit to look like a shutter, and works ok, no insets like my other shutters, but that is acceptable. However, I cannot get it to sit on top of my window casing, it wants to sit behind it where it overlaps. Any suggestions? Thanks.
