    There wouldn't be one because there is no floor joist that would intersect with it.

    Just think, if it were there you would have a 3-1/2 board laying on top of a 1-1/2" board. Just visualize it. It would look like a T. Then you would have a little open space between the foundation and the "plate" unless a double rim joist with a half inch spacer was substituted.

    It's all covered with sheetrock and exterior plywood. What's the big deal.

    When you tagged the room Open Below it took out the flooring components or as the program calls it the "platform".

    Ron, the program is smarter than we are. It realizes, it would be simpler just to plate the top of the block wall and stud it up, in stead of having the rim joist run across it then having the contractor / framer, have to furr it out to line up with the wall above and below to make a smooth transition from top to bottom, as well as having to sub floor the top of the joist then set studs on the ledger. If you want a plant ledge there, you would have to offset the framing, etc. That make any sense?
