Origin for terrain perimeter

I am trying to define a terrain perimeter, with one point defined as the origin with coordinates 0,0. I cannot find out how to do this. I have tried a simpler approach by starting with a line, but whilst you can adjust length, angle, and end coordinates, you cannot adjust the starting coordinates. Any clues appreciated.
