I want to have a basement garage.

How do I get a driveway to go down to a garage door at basement level ?

The driveway should be the only part of the landscape that descends, the rest of the plot is flat.

You need to add elevation lines to control the height of the terrain and make a slope going down to your garage. You also need to turn off "flatten pad" in the terrain properties dialog.
