Unable to create flat roof with 1 foot wall around the edge

I am using Home Designer Suite 2014 and have tried searching for an answer unsuccessfully ... I know about the flat roof help but that doesn't answer my question either.

Room 3 in the attached image should have a flat roof and above that should be a 1 foot wall (around the edge). I have tried adding a room above this one and setting the downstairs room to have a ceiling and the upstairs room to have no roof. Unfortunately, if I then try to resize the walls on the room to make them 1 foot high it resizes every wall on that floor to 1 foot high.

    Does anybody know a workaround?

use a solid railing to define the three parapet walls, then set the railing height to 12"
