How to create below grade garage/basement with descending driveway from street level?
Hello,
I have a design I'd like to work with of two townhomes
that have a garage and basement that is at -5' from street level.
How to set the elevation of that part of the house and show that
the driveway descends downwards?
Also, the total structure is 30' with a 5' roof allowance. I'm not
clear how to measure the entire structure so that I see how far from
street level this is at?

What version of the software do you have? Essentials and Interiors won't have the ability to modify the terrain to create a slope, but the other versions should have this capability.

Check the User Guide (under the Help menu) to see if you have a section on Terrain and check out the online tutorial training videos.

I have already, but it did not answer the specific questions I have-
1. how to measure the total elevation of the house
2. How to set the driveway to slope down an established number of feet into the slightly submerged garage

Sorry, my Architectural version has a section in the User Guide on sloping the terrain, perhaps your Suite doesn't have this, but the videos do show how to do it, and you can check out this Help Database article as well.
