What are the current settings in the Room Specification Dialog? Have you given that room a "name" yet (no name = no floor in terms of a basement room)?

Maybe you should build it with normal exterior/interior walls and give some thickenss to its floor and ceiling. Giving a name to the basement space would also help. By and large treat it as normal floor.
(Adding ground is a completely different story I'm afraid personally I can't help you with. Groud is a monster I haven't tamed yet)Home Designer Architectural 2014
