In the "Wall Specification Dialog" of each wall, you go to the "Newels and Balusters" tab - "Railing Height" input box and input the height value you need and want provided that the ceiling height of the balcony or deck "room" does not override those settings (the ceiling height should be taller than you intend the railing height but that rarely happens on purpose, if so set it is usually accidental)

Hello David and thanks for your help!
I'm afraid my picture wasn't clear enough. I know how to change the overall height of balcony railings. What I'm trying to do is to change the size of the handrail on the top and the footrail in the bottom of the of the railings. Please take another look at my original picture - I've marked with red the rails that I'm trying to change.
It's a small detail but I can't figure out how to do it.

You can place re-sized soffits to emulate different rail sizes manually. Only Chief Architect Premier offers an additional "Rail" tab for railing walls where you can alter this attribute by way of the railing dialog.
In Pro,you just have to make such changes manually, sorry.
